Announcement of Opportunity Ecology and Oceanography of Harmful Algal Blooms (ECOHAB)
The interagency program, ECOHAB, is a collaboration among five Federal agencies (NOAA, EPA, NSF, ONR, and NASA) to provide support for research on algal species whose populations may cause or result in deleterious effects on ecosystems and human health. The EPA has issued a program announcement to advise the public that the participating agencies are soliciting individual research proposals of up to 3 years duration, and depending on appropriations, multidisciplinary regional studies of up to 5 years duration for the ECOHAB program. The deadline for applications was January 10, 2002 by 4:00 EST.

ACTION: Notice for financial assistance and funding
opportunity for project grants and cooperative agreements.
SUMMARY: It is the intent of NOAA/NOS/CSCOR/CSCOR/COP to
provide direct financial assistance in the form of discretionary
research grants and cooperative agreements under its program for
the management of coastal ecosystems. This document describes the
general grant administration terms and conditions of the CSCOR
program for fiscal year 2002. Additionally, this document solicits
proposals under program elements, (b) Cumulative Coastal Impacts
and (d) Synthesis and Ecological Forecasting, described in this notice.
It is the CSCOR's intent to also issue supplemental Announcements
of Opportunities (AOs) to request proposals on specific projects
throughout the year on an as-needed basis. Any future AOs will be
issued through the Federal Register.
Information regarding these announcements will be made available on the CSCOR
Internet Site and CSCOR's e-mail list. These announcements will provide
specific program descriptions. CSCOR supports research on critical issues
that exist in the Nation's estuaries, coastal waters, and the Great Lakes
and translates research findings into accessible information for coastal
managers, planners, lawmakers, and the public. CSCOR's projects are multi-disciplinary,
large in scale, and long in duration (usually 3 to 5 years.) Projects covering
more than 1 year will usually be funded on an annual basis.
DATES: Effective December 4, 2001. Proposals for multiple stressors projects will be due by 3 p.m. e.s.t. on February 19, 2002. Proposals for synthesis projects will be due by 3 p.m. e.s.t. On March 5, 2002. The deadline for receipt of proposals is firm. Note that late-arriving applications provided to a delivery service, on or before the day prior to the closing date, with delivery guaranteed before 3 p.m. e.s.t. On the closing date, will be accepted for review if the applicant can document that the application was provided to the delivery service with delivery to the address listed below (see ADDRESSES) guaranteed prior to the specified closing date and time; and in any event, the proposals are received in the CSCOR/COP office no later than 2 business days following the closing date.

SUMMARY: NOAA/NOS/CSCOR/CSCOR/COP is soliciting three to five year proposals to support coral reef ecosystem studies in regions under U.S. jurisdiction where coral reefs occur. Proposals should address causes of regional declines in coral abundance and degradation of coral ecosystems. CSCOR's interest is to provide timely and high-quality scientific results that can be used to develop alternative management strategies to restore and protect coral reef ecosystems. To meet this goal, highest consideration will be given to multi-disciplinary team proposals incorporating hypothesis-driven research involving both the natural and social sciences, which includes participation by the territory, state, or Federal resource management community. Because of the complex relationships among land-based activities, watershed/reef interactions, and local economies and values, the overall research proposal should include a component study that addresses social and economic aspects of the study area, and integrate this research into the study as a whole.
Results from such research must be applicable to ecosystem sustainability studies and assessments for alternative management strategies. Scientific information, syntheses, and models from this multi-disciplinary, long-term effort will enable resources mangers to make more informed decisions on managing U.S. coral reef ecosystems.
Research should focus on coral reef ecosystems in the Atlantic or Pacific subject to the jurisdiction or control of the U.S. CSCOR will select the strongest and most balanced proposal that focuses on one of the geographic areas of special interest beginning with the highest priority: The (1) Caribbean; (2) Western Pacific; (3) American Samoa; (4) Hawaiian Islands, and (5) Florida. The specific area of study within these regions will be defined by the selected proposal.

SUMMARY: The purpose of this document is to advise the public that CSCOR is soliciting proposals for two types of projects: targeted research and regional intensive monitoring. CSCOR is soliciting targeted research proposals for one to three years of research and development of tools, approaches and technologies that could be included as routine components of existing Harmful Algal Bloom (HAB) monitoring programs. CSCOR is also soliciting proposals from regional multi-investigator partnerships of one to five years for intensive monitoring of HABs that build the capacity of existing local, state, tribal, or regional coastal monitoring programs to provide early warning of HAB events to coastal communities and increase regional ability to rapidly respond to HAB events. Funding is contingent upon the availability of Federal appropriations. Projects funded under this announcement are anticipated to have a September 1, 2002, start date.
