Oceans and Human Health Initiative
The National Oceanic and Atmospheric Administration (NOAA) is pleased to announce a new funding opportunity being made available through the External Research Grants Program of NOAA’s new Oceans and Human Health Initiative (OHHI). OHHI was formally authorized by the Oceans and Human Health Act (OHHA) that was passed by Congress December 8, 2004. The External Research Grants Program is the largest of several OHHI programs that are designed to enhance understanding of the role of the oceans in human health, with the goal of providing useful research and predictive information to NOAA, public health officials, and natural resource managers. The OHHA defines oceans to include the Great Lakes.
This funding opportunity is intended to engage the non-federal research community in conducting research – across the physical, chemical, biological, medical, public health, oceanographic and social sciences – on priority issues for OHHI. The Federal Register Notice (FRN) that will officially announce the OHHI External Research Grants Program funding opportunity is available online.

SUMMARY: NCCOS/CSCOR/CSCOR/COP is soliciting proposals for two types of research projects: MERHAB-targeted and MERHAB-regional. MERHAB-targeted proposals will incorporate tools, approaches and technologies from HAB research programs into existing harmful algal bloom (HAB) monitoring programs. MERHAB-regional proposals will create partnerships to enhance and sustain routine HAB monitoring capabilities and provide managers with timely information needed to mitigate HAB impacts on coastal communities. It is anticipated that final recommendations for funding under this announcement will be made in early Calendar Year 2005, and that projects funded under this announcement will have a August 1, 2005, start date.

Funding is contingent upon the availability of Fiscal Year 2005 Federal appropriations. It is anticipated that final recommendations for funding under this announcement will be made in early Calendar Year 2005, and that projects funded under this announcement will have a June 1, 2005 start date.

ACTION: The solicitation is being issued under the auspices of the U.S. Global Ocean Ecosystem Dynamics (U.S. GLOBEC) program within the NSF Division of Ocean Sciences, as well as the Regional Ecosystem Studies and U.S. GLOBEC initiatives of the National Oceanic and Atmospheric Administration's (NOAA) Center for Sponsored Coastal Ocean Research. NSF and NOAA have been in partnership in supporting the U.S. GLOBEC from its initiation.
SUMMARY: As part of a continuing series of solicitations for the U.S. Global Ocean Ecosystem Dynamics Program (U.S. GLOBEC), this solicitation covers two distinct regions - the Northwest Atlantic (NWA) and the Northeast Pacific (NEP). Proposals submitted to the NWA regions should continue synthesis of data from the NWA/Georges Bank projects and conduct comparative analysis of upstream and broader, basin-scale studies. Proposals submitted to the NEP regions should initiate synthesis of data from the Coastal Gulf of Alaska (CGOA) and conduct comparative analyses of the CGOA with the California Current System and other appropriate ocean regions.
